On my way home from the airport Monday I had an immature dark morph Short-tailed Hawk on the Turnpike just south of Kendall. I too thought this to be just a bit early. Perhaps (being immature) it was a non-breeder or then again, maybe it was a young of the year. I wasn't able to stop and check for molt limits. Do second year Short-taileds still show mottled underparts?
It was new for my July, Dade County, southbound turnpike fast lane list.
