Hi Megan,
I was just in the Tortugas this past week on an oceanographic cruise, and we went ashore to the Fort on Thursday May 4th. There were plenty of migrating species in addition to the sea birds. Lots of varieties of warblers, including abundant American Redstarts and some Indigo Buntings, and lots of others.
I would definitely go for it! Tour the island, but also spend some time just sitting quietly on the benches near the brick fountain/birdbath.
