Mystery Hawk

Last Thursday I found a hawk at the parking area of the C-111E canal that I cannot determine the species. I've attached the link to the picture below. It seems very dark backed with little mottling link in a juvenile Red-shouldered. The breast seems only lightly streaked like in a juvenile Broad-winged but the face doesnt show much of a malar streak. Any help would be appreciated.
