The ABA Recording Standards and Ethics Committee recently revised its rules concerning rehabbed birds.
The key new phrase this:
"A bird is considered under the influence of captivity after its release until it regains the activities and movements of a bird that has not been captured."
Taken literally -- as listers often do -- the Flam could be considered countable three seconds after it is released so long an an observer feels that the owl flew in a manner befitting a non-captive.
No word yet on when caged but flying birds can be countable.
