You might be able to. But you will probably be restricted to the paved walkway that approaches the beach area from the concessions. There is a wall, but it is north of the walkway. Since plovers spend a lot of time high on the beach, in dry sand, a good pair of binoculars should produce some for you. Afternoon light is best. The beach is Crandon #3, the southernmost Crandon Beach, next to the old zoo property (which may also be accessible, and is lovely). Admission to beach parking is $5. Good luck.
