I use 4 parts water to one part sugar ( 1 cup sugar to 4 cups water for instance), boil for 5 minutes and cool.
Incidentally, you can reread my post, the orioles also go for this stuff!!! I also have hibiscus and salvia, and a bottle brush tree, which they( the hummers) seem to also love.
