Carl Coodrich kindly sent me the link below, in which David Sibley discusses bill color in juvenile Sandwich Terns. The article is from 2008. I think I can now safely conclude that the bird photographed last month in the Dry Tortugas is a fledgling Sandwich Tern. Curiously, Sibley didn't include an illustration of this bird in his recently published 2nd edition, just a written description, identical to his approach from the 1st edition.
